[EVENT: Student Misconduct:Guns  ] Mr. A.R. Jones(P30860) was reprimanded for firing a pistol on the Western Range(PL8651).

[EVENT: Student Misconduct:Noise Disturbance  ] [EVENT: Student Misconduct:Verbal Assault  ] November 18th. A serious disturbance took place in Charlottesville(PL4204) last night, at the Town Hall. Two students, Messrs Easley(P28674) & Meriwether(P41092), were arrested & put into prison, the former, as I understand, partly for making a disturbing noise in the Town Hall(PL9307), and partly for offering insult to the magistrate; the latter for defying the police. Many students gathered about the jail(PL8641), and made, it is said, noisy threats. They were driven out from the town by the military.

[EVENT: Student Misconduct:Noise Disturbance  ] Hearing of the disturbance, I went down, and found groups of students on the road, and a crowd of them at the Delavan House(PL9115). After some effort I finally succeeded, with the help of some of the more considerate students, in getting the crowd to retire to their rooms. The notion occupying their minds was that Easley(P28674) & Meriwether(P41092) had been shamefully abused, and that they must obtain their release. Before dispersing they adopted a resolution to meet the next morning.

[EVENT: Student Misconduct:Noise Disturbance  ] November 19th. A noisy meeting of students was held on the Rotunda(PL8428) steps in the morning from about 8 to 9 1/2 o'clock, at which sundry measures were proposed, one of them involving the idea of self protection on the part of the students by force. The only thing agreed upon was the

naming a committee to go to Charlottesville(PL4711) and attend the trial of the arrested students. The body of the students was, by agreement, to remain at home.

In the afternoon, a gathering of students took place at the Rotunda(PL8428) steps, when it was suggested by some one of the number that the students should go in a body to Charlottesville(PL4711) to attend at night an exhibition of some sort advertised to occur at the Town Hall(PL9307), and at which the advertisement stated that provision had been made to maintain order. This proposition seemed to find much favor at first: but it was prevented from being executed; although some students did go down to the exhibition.

[EVENT: Student Conduct:Self-governance  ] Nov. 21. (Monday.) A meeting of students, which was quite noisy, was held in the E. Lecture Room of the Rotunda(PL9141), and then in the Chemical Room(PL8431), to which a committee appointed saturday morning was to report. This committee declined reporting resolutions of the character expected, saying that they deemed it inexpedient to do so. In fact, and designedly, I presume, the Chairman of the meeting Saturday had appointed as members of a committee to report war measures men the most peaceable & loving order. Another committee was appointed that did

report a resolution not to buy of the citizens of Charlottesville(PL4204), with a preamble asserting virtually that the students could not get justice, & should resort to means of self-protection. This was opposed by the more prudent and well disposed, and the whole subject was deferred to be disposed of thursday afternoon.

I deemed it proper to attend these meetings commonly as a spectator; and, generally, to mingle with the students as much as possible, to prevent, if I could, rash counsels from prevailing, until the sober cause of the mass should get the ascendancy.

[EVENT: Student Misconduct:Riot  ] [EVENT: Student Misconduct:Physical Assault  ] Nov. 22nd. At night, from about 10 up to 12 o'clock or later, a riotous gathering of some 15 to 30 students, with a considerable number of spectators, took place at the Delavan House(PL9115). The object avowed was to wreak vengeance on Mr. J.B. Dodd(P47273), a citizen of Charlottesville(PL4204), who had aided in arresting Messrs Easley(P28674) & Meriwether(P41092), and had struck Meriwether, as it was said, in an outrageous manner. Mr. Dodd was at the Delavan House attending with others, students & citizens, a supper given by the Sons of Temperance(CB0205) of Charlottesville, on the occasion of their anniversary. Prof. Minor(P22874), being present at the supper, exerted himself successfully in preventing the riotous assembly from executing their purpose, until, after most of them had dispersed, the Charlottesville military force carried Mr. Dodd off.

Thus far I have not been able to learn with

any certaintly the names of any of the rioters.

Nov. 28. Gave Mr. H.N. Wood(P25466) leave of absence for two days, to visit home.

Gave Mr. J.B. Urquhart(P35234) leave of absence for ten days, to visit friends in North Carolina(PL4223).

[EVENT: Student Misconduct:Drinking  ] Was informed by the Proctor(P43737) that yesterday (Sunday), after a fire, which consumed Moose's Grocery(PL9142), several students having been invited by him to drink of the wines & liquors saved, were made drunk. He gave the names of Catlett(P32878), Dorsett(P21899), Brawner(P36670), Chapman(P35498), Pritchett(P29829), & Bonham(P32477).

Before being sent for the five last came to me themselves and professing great regret for their misconduct, promised, if they could be pardoned for this offence, that they not again be guilty of such a violation of the laws. They were admonished.

Mr. Catlett(P32878), being summoned, denied the charge, saying that he only assisted in taking away some who had been drinking.

[EVENT: Student Misconduct:Guns  ] [EVENT: Student Misconduct:Verbal Assault  ] Mr. Catlett(P32878) had been bound over to keep the peace for misconduct in Charlottesville(PL4204), as I was informed, and was charged with having drawn a pistol upon an officer of the peace. He was interrogated about this matter, and said that the representation of his conduct was greatly exaggerated - that he had not been drinking, and

was accidentally involved in a quarrel with a person whom he did not know to be an officer. The subject was deferred for further examination.

Nov. 29th. Gave Mr. Hanger(P29054) leave of absence for five days, to visit home.

[EVENT: Student Misconduct:Drinking  ] Nov. 30th. The Proctor(P43737) informed me that he had seen Mr. Abrahams(P38589), at Mrs. Dunkum's(PL9308), as he passed, in a state of intoxication, and having in his hand what seemed to be a dirk.

Having been sent for, he admitted that he had been betrayed into drinking to excess, that he was not accustomed to drink any thing, and unawares became intoxicated, for which he was very much ashamed. That he had in his hand a knife taken from the dining table. That he had no arms; and that he would not offend again. He was reprimanded.

[EVENT: Student Misconduct:Guns  ] The day before yesterday, as I was walking to Charlottesville(PL4204), saw, as I believed, Mr. Lane(P28922) fire off a pistol near his room, on Mrs. Strange(P47274)'s lot. Being charged with it he acknowledged the fact; but stated that he was not aware that he was violating the law - that he had no pistol of his own; had borrowed one & had returned it to the owner. He was admonished.

Sent for Mr. Easley(P28674) to enquire into the fact, which had been reported to me as probably true, that he kept & used a pistol. He stated that

[EVENT: Student Misconduct:Guns  ] [EVENT: Student Misconduct:Verbal Assault  ]  he did not keep a pistol, and had not carried one except on the occasion when he was arrested in Charlottesville(PL4204); that then it had been pressed upon him as he was going to Charlottesville; that he at first declined taking it; that he had never used it, nor attempted to use it. That he had no intention of making a disturbance at the Town Hall, and was provoked to use improper language to the officer by the manner in which the officer accosted him.

Mr. Easley was admonished. Any further action did not seem to me to be called for after the proceeding of the civil authority had been had. His general character is good, and he has seemed to to be disposed to be orderly.

Nov. 30th. Gave Mr. T.B. Lewis(P41641) leave of absence for two weeks, to visit home.

December 2nd. Gave Messrs R.W. Parker(P42933) & J.W. Urquhart(P37973) leave of absence for three or four days, to visit some friends in Richmond(PL4241).

[EVENT: Student Misconduct:Riot  ] [EVENT: Student Misconduct:Noise Disturbance  ] I have used what effort I could to get correct information of the persons engaged in the affair at the Delavan House(PL9115) on the night of the 22nd; but without success. I have seen all except one of the persons who I had reason to believe were engaged in it, and they have all alleged that

they had no part in originating or promoting the act. Mr. J.W. Morgan(P22961), the most positively charged, showed that he was not there until after Mr. Minor(P33919) had interfered, and averred that he had no other design than to bring off those who seemed bent on evil. Another, Mr. Salle(P25334), whom I strongly suspected on evidence which I could not use, told me that although he had been induced by the noise to go down to the Delavan House, he had no hand in promoting the misconduct. I presume he knows more about it than he told me.

[EVENT: Student Status:Withdrawal from University  ] Dec. 5th. Gave Mr. S.G. Reid(P35479) leave to withdraw from the University.

[EVENT: Student Misconduct:Drinking  ] Mr. Vick(P27977) having been reported by the Proctor(P43737) as being repeatedly intoxicated, was sent for and admitted the fact. He added that he would engage to abstain entirely from drink for the future while a student. The circumstance, being such as to make it necessary, he was informed that a repetition of his offence would necessarily subject him to being sent away, a period of probation only being allowed him.

[EVENT: Student Misconduct:Noise Disturbance  ] [EVENT: Student Misconduct:Destruction of Property  ] Last night, from about 10 to about 1 o'clock, a large number of students in disguise, seemingly some fifty, were engaged in making all sorts of discordant noises, and in committing acts of mischeif, such as pulling down fences, gates, signs, &c, here & in Charlottesville(PL4234). My attention being arrested by the attempt to drag upon the Rotunda Portico(PL8647), some 4 or 5 wagons and carts brought by them from Charlottesville, I went among them. They ran away; but after a while, when I had come away, returned & kindled a bonfire on the lawn. After breaking open the belfry, placing a cart on the gymnasium roof, and committing like acts of folly & mischief, they dispersed.

A similar "turn out" was made friday night previously.

I was not able to recognize any of the persons concerned.

Lewis(P26138) and W. B. Dorsett(P21899), in which Mr. Dorsett, after being very much bruised by Mr. Lewis, who was much the more powerful & the aggressor, shot his adversary in the hand with a pistol, with which he had armed himself for protection. The Proctor(P43737), as instructed by me, promptly called in the civil authority. Mr. Dorsett was arrested, tried, and acquitted unanimously. The question was a serious one with me, considering, what seemed to be the universal sentiment, that Mr. Dorsett had been outrageously abused by Mr. Lewis, and was driven by the necessity of protecting himself from brutal treatment to use a weapon such as he actually employed? Whether any farther notice of his offence should be taken by the faculty. Having been interrogated by me on the subject, he declared that he never had carried a weapon before, and had very reluctantly obtained it; enbark [sic] to do it when he knew that he would

probably be abused in his person. The Faculty being advised with on the subject, were of the opinion that, upon the whole, it was better to take no further notice of the matter.

He who assured me that he never carried a weapon of the sort until he considered himself in peril, and that he used, as the evidence also established, strictly in self - defence.

Surrounded as the question was with difficulty, it seemed wiser to rest, as the law authorizes, in the decision of the civil authority.

The session which is about to end has been marked by general good order and attention to

their appropriate duties in the part of the students. The few exceptions to this remark are hardly so many as one would have naturally expected, although some of them were much to be regretted.

The accompanying copy of the Annual Catalogue shows the number of matriculates the present session to be 466, exceeding the last sessions' number by 25.

The condition of the university, according to all appearances, was never so prosperous. If it keeps fairly up to the public's estimate of its superiority in teaching, it is not too much to hope that it will soon rank first among all the institutions of the Country. Whether it can do this without a proper subdivision of labor in some of the schools, and a better supply of books for the library, admits of a doubt.

Tendering to the Board of Visitors (illegible) humble acknowledgements for the Confidence they have so liberally bestowed upon me in placing me in the Office of Chairman, and for the indulgences with which they have regarded the very imperfect service I have been able to render, I respectfully submit the foregoing journal, as by law required.
